New Jersey's Industrial Site Recovery Act (ISRA) formerly known as the Environmental Cleanup Responsibility Act (ECRA) is a growing concern. ISRA was designed primarily to prevent the sale or closure of contaminated industrial properties without environmental review. Under ISRA, the owner of a business must notify the New Jersey Department of Environmental Protection (NJDEP) Industrial Site Evaluation Elements (ISEE) within five (5) Days of signing a sales contract or the public announcement to terminate a business. The owner must then demonstrate to the ISEE that contamination is not existing, or if contaminants are present, that the site will be properly remediated prior to transaction.

In the past our Engineers and Scientist have conducted many ECRA studies, now ISRA studies, and remediation programs. Services include date evaluation of non-applicability. Determination of the applicability of each business through Environmental Operation Review and Hazardous Substance Evaluation will be our first task in assisting client's needs. If ISRA applicable, we will file all required documents, maps, affidavits, sampling plans and cleanup plans necessary to obtain an approved negative declaration from the NJDEP on behalf of your organization. This process, along with interaction of NJDEP personnel, will often expedite fling procedures and the release of properties for sale or other property transactions.
